Purchasing animal pharmaceuticals through parallel registrations

When a registered veterinary medicinal product is available in several countries in Europe, in the same dosage and with the same indication, then that medicinal product may also be sold in other countries. Consequently it makes sense to export those medicines when there are differences in availability and prices between countries. Export from one country to another delivers better and more honest pricing in such situations.

However, those medicines can not just be sold in the destination country. It requires local registration and relabelling. This is called parallel registration or parallel export. Once these steps are taken, the imported and registered products can be sold in the destination country.

Parallel registration or cascade

In the Netherlands, parallel imported veterinary medicinal products are approved by the 
CBG-MEB / CIBG. This means that veterinary medicinal products which are registered in another EU country or outside the EU may not just be imported into the Netherlands or ant other country. This is only possible with the correct parallel import registration or via cascade.

Cascade means that in the absence of a specifically required veterinary medicine needed to prevent unacceptable suffering of animals, the veterinarian had the option to purchase the medicine from a supplier abroad. The veterinarian can do so via an officially licensed wholesaler.

Please note: In cases of a cascade, a wholesaler or veterinarian may not advertise the veterinary medicinal product.

Permits

After parallel registration a second mandatory step is to make the product suitable for local distribution. The products must be accompanied by an adjusted label and package leaflet. This means that in addition to the marketing authorization, a permit is also required for (re-)packaging of veterinary medicinal products.

The following types of licences are distinguished for veterinary medicinal products:

  • A manufacturing license (F) allows preparing, processing, labeling, or packaging veterinary medicinal products.
  • An import license (I) allows purchasing veterinary medicinal products from outside the European Economic Area (= EU member states plus Norway, Iceland and Liechtenstein)
  • A wholesale license (G) allows trade in non-prescription veterinary medicinal products with the exception of sales to animal keepers.
